ANSWER Project Presented to Special Needs & Inclusive Education Working Group in Rwanda by MINEDUC

In a significant step toward advancing inclusive education in Rwanda, the ANSWER project was officially presented by Mary Kobusingye (Special Needs & Inclusive Education Specialist at MINEDUC) to the Special Needs & Inclusive Education Technical Working Group (SN&IE TWG). This presentation marked the first phase of identifying key stakeholders involved in the project, which aims to support and strengthen special needs and inclusive education initiatives across the country.

The SN&IE TWG is a cross-sectorial body made up of experts in special education, representatives from Organisations of People with Disabilities, civil society organizations, and community initiatives. Its primary role is to advise and collaborate with the Ministry of Education (MINEDUC) to ensure the effective implementation of special needs and inclusive education strategies at both national and community levels.

By working closely with MINEDUC and community-based organizations, the SN&IE TWG provides critical guidance and support to help bridge the gap between government policies and grassroots efforts. Through this collaboration, Rwanda aims to ensure that all students, regardless of their abilities, have access to quality education and support services.

The presentation of the ANSWER project to the working group is a milestone in the journey toward inclusive education. By engaging stakeholders early on, the project will be better equipped to align its objectives with the needs and priorities of the community, ensuring that all voices are heard as they move toward improving the lives of children with special needs in Rwanda.

This initiative reflects Rwanda’s ongoing commitment to inclusive education, ensuring that no child is left behind. The ANSWER project is expected to play a key role in developing new strategies and strengthening existing frameworks to support children with disabilities and special education needs across the country.
