The East African University Rwanda (EAUR) has issued a tender notice inviting qualified bidders to supply, install, and provide training for Assistive Technology (AT) equipment aimed at enhancing support centers for students with disabilities across three major Rwandan universities. This initiative falls under the ERASMUS+ co-funded ANSWER Project (101083032) and seeks to foster inclusivity in higher education.

Tender Overview
The tender, officially titled "Procurement, Installation, and Training of Assistive Technology (AT) Equipment," is open to both local and international bidders. The project will benefit students at the University of Rwanda (UR), Institut d'Enseignement Supérieur de Ruhengeri (INES-Ruhengeri), and EAUR itself. EAUR serves as the client and a primary beneficiary of the tender.

Key Specifications
The project, valued at €49,422 (VAT exclusive), involves the supply, installation, and training of specialized AT equipment across the three universities. The equipment includes a variety of devices designed to assist students with visual, auditory, and physical impairments.

Highlights of the equipment specifications include:

  • Voice Recognition Systems: ECS Professional Word Commander and SuperNova Magnifier & Screen Reader will assist students with hearing impairments by converting spoken language into text and enhancing visual content on screens.
  • Braille Technology: Focus Braille Displays and Braille printers like the Everest-D V5 will cater to visually impaired students by converting text into Braille.
  • Electronic Magnifiers and Readers: Devices such as the Prodigi Duo 20 and Victor Reader Stream will aid students with low vision, enabling them to read and engage with digital content more effectively.
  • Interactive Systems: Projectors and FM systems will support classroom interactions, particularly benefiting students with coordination and hearing challenges.

Submission and Timeline
Bidders are required to submit their proposals by August 29, 2024, at the EAUR Kigali Campus. The tender document can be acquired for a fee of 10,000 RWF for local bidders or 10 USD for international bidders. The contract is expected to be completed within two months, with all equipment to be delivered and installed by October 2024.

Impact on Education
The introduction of this technology aims to significantly improve access to education for students with disabilities, ensuring equitable learning opportunities in Rwanda's higher education system.
